As a lot of the commenters speculated, it's likely a case of disposal of ammo that's become corroded or otherwise unsafe to use.

Assuming the container was fairly stout (it looked like it was concrete, or some such) it's probably as safe a disposal method as any. When ammo cartridges pop off loose like that (not contained within a firearm chamber or anything else strong enough to keep the case from simply flying apart) the projectiles aren't expelled with any significant velocity, and the only real danger to bystanders (assuming they're not standing right next to the detonations) is from flying bits of case shrapnel causing minor lacerations and/or eye injury. So long as that danger is eliminated by the container then all's well.
That's why on the rare occasion that ammunition storage structures catch fire it generally ends up being more a good sound show than a real danger to anyone who's standing a reasonable distance from the fire.
